厦门公交场站充电设施社会化运营新思考

2014年9月(yue),根据《国务(wu)院(yuan)办公(gong)厅关(guan)于加快新(xin)能源汽(qi)车推广应用(yong)的(de)指导意见》(国办发(fa)(fa)〔2014〕35号)和《福建省人民政府关(guan)于加快新(xin)能源汽(qi)车推广应用(yong)八(ba)条措(cuo)施的(de)通知》(闽(min)政〔2014〕50号)精(jing)神,经省市级多部门(men)(men)联合部署,厦门(men)(men)公(gong)交集团勇担(dan)先行示范使命,依(yi)据《厦门(men)(men)市新(xin)能源汽(qi)车推广应用(yong)实(shi)施方(fang)案(2014-2015)》,厦门(men)(men)公(gong)交集团承接厦门(men)(men)市第一(yi)批纯电(dian)动出租车充(chong)(chong)电(dian)桩建设任务(wu),开启新(xin)能源汽(qi)车充(chong)(chong)电(dian)建设元(yuan)年。随着碳(tan)达峰碳(tan)中(zhong)和、绿色低碳(tan)转型相关(guan)工作的(de)推进,围绕土(tu)地、数据、能源等资(zi)源要素(su)发(fa)(fa)力,坚持“科技创新(xin)引(yin)领、战略新(xin)兴产(chan)业(ye)布局、传统产(chan)业(ye)转型升级”的(de)发(fa)(fa)展方(fang)向,从技术、规模、空间(jian)、运营等多维(wei)度统筹充(chong)(chong)电(dian)基础设施布局,紧抓(zhua)新(xin)能源产(chan)业(ye)机遇,构建智能化、低碳(tan)化的(de)公(gong)交体(ti)系。
厦门公交集团充电基础设施建设经营管理由下属厦门公共交通场站有限公司负责实施,下设充电运营中心业务单元。截至目前,在全市共经营管理充电站99座2648枪、29根充电弓,总功率16.7万千瓦,运营规模约占全市的15%,年充电量约占全市的30%。在保障公交主业运营基础上,积极推进所属充电站资源社会化运营,在充电需求紧张的区域向社会车辆开放25处公交充电站,分布在岛内外六个区域,显著缓解区域充电压力。此外,广泛应用新兴技术,围绕液冷超充、“光储充”一体化建设和退役动力电池梯次利用进行谋篇布局,建成投用超充站5座,在建(jian)“光储充”示范站(zhan)1座,率先推动厦门市(shi)公共交通绿色低碳转(zhuan)型(xing)升级。
1 公交场站绿色转型探索
2023年,国务院办(ban)公(gong)(gong)厅发(fa)布《关于进一步构建(jian)(jian)高(gao)质(zhi)量充(chong)电(dian)(dian)基(ji)础设施体(ti)系的(de)(de)指导意(yi)见(jian)》,明确提出以科学布局(ju)、适(shi)度超前、创新(xin)融(rong)合、安全(quan)(quan)便捷(jie)为(wei)(wei)基(ji)本原则布局(ju)高(gao)质(zhi)量充(chong)电(dian)(dian)基(ji)础设施,有力支(zhi)撑新(xin)能(neng)源汽(qi)车(che)(che)产(chan)业(ye)发(fa)展(zhan)。厦(sha)门作为(wei)(wei)第(di)一批公(gong)(gong)共领域车(che)(che)辆全(quan)(quan)面电(dian)(dian)动(dong)化先行区(qu)(qu)试点城市(shi)(shi),同(tong)年印(yin)发(fa)《“电(dian)(dian)动(dong)厦(sha)门”发(fa)展(zhan)规划》,大力推动(dong)区(qu)(qu)域道路交通(tong)(tong)体(ti)系构建(jian)(jian)“绿(lv)色(se)、低(di)碳、可(ke)持(chi)续”的(de)(de)良性发(fa)展(zhan)生(sheng)态。在这个背景下,厦(sha)门公(gong)(gong)交充(chong)电(dian)(dian)场站的(de)(de)规模(mo)、布局(ju)、用地模(mo)式(shi)都发(fa)生(sheng)了(le)较大调整,与大型(xing)交通(tong)(tong)枢纽、轨道站点、公(gong)(gong)共停车(che)(che)场以及(ji)保障房(fang)等(deng)发(fa)展(zhan)模(mo)式(shi)相结合,成为(wei)(wei)当(dang)前和(he)今后(hou)的(de)(de)主(zhu)要发(fa)展(zhan)趋势(shi)。在全(quan)(quan)市(shi)(shi)综(zong)合立(li)体(ti)交通(tong)(tong)网规划的(de)(de)基(ji)础上,厦(sha)门公(gong)(gong)交集(ji)团落实交通(tong)(tong)强国行动(dong)方(fang)案及(ji)省、市(shi)(shi)“十四五(wu)”规划要求(qiu),加强综(zong)合交通(tong)(tong)充(chong)电(dian)(dian)基(ji)础设施全(quan)(quan)生(sheng)命周期管控(kong),最(zui)大程度扩大产(chan)业(ye)协同(tong)效益(yi),加快建(jian)(jian)立(li)健全(quan)(quan)绿(lv)色(se)低(di)碳循环发(fa)展(zhan)经济(ji)体(ti)系。
1.1 应用“光储充”能源体系
公交企业开(kai)展(zhan)城市(shi)(shi)“光储(chu)充”一(yi)体化(hua)(hua)实践具(ju)有显著(zhu)的(de)(de)优(you)势。公交场站作为(wei)(wei)(wei)城市(shi)(shi)交通枢(shu)纽,拥(yong)有许多可(ke)(ke)进(jin)一(yi)步利(li)用(yong)的(de)(de)空间,例如停车(che)场顶棚、维修车(che)间顶棚和露天停保(bao)区域(yu)等(deng),这些空间可(ke)(ke)以(yi)(yi)满足太阳能(neng)(neng)电(dian)(dian)(dian)(dian)(dian)池板铺设对场地(di)的(de)(de)需求,具(ju)备规模化(hua)(hua)城市(shi)(shi)太阳能(neng)(neng)发(fa)电(dian)(dian)(dian)(dian)(dian)的(de)(de)潜力。光伏(fu)发(fa)电(dian)(dian)(dian)(dian)(dian)作为(wei)(wei)(wei)一(yi)种典型的(de)(de)波动(dong)性能(neng)(neng)源(yuan),其输出功率受(shou)到光照强度、云层变化(hua)(hua)以(yi)(yi)及昼(zhou)夜(ye)循环的(de)(de)影响非常显著(zhu),储(chu)能(neng)(neng)系(xi)统的(de)(de)引入构建(jian)了(le)“发(fa)电(dian)(dian)(dian)(dian)(dian)——存(cun)储(chu)——用(yong)电(dian)(dian)(dian)(dian)(dian)”的(de)(de)动(dong)态(tai)平衡。白(bai)天光伏(fu)峰(feng)(feng)值发(fa)电(dian)(dian)(dian)(dian)(dian)时(shi)(shi),一(yi)是(shi)(shi)直接用(yong)于充电(dian)(dian)(dian)(dian)(dian)自行(xing)消纳(na),二(er)是(shi)(shi)存(cun)储(chu)于储(chu)能(neng)(neng)系(xi)统,三是(shi)(shi)富(fu)余电(dian)(dian)(dian)(dian)(dian)能(neng)(neng)上(shang)网销售,统筹提高经济性;夜(ye)间或阴(yin)雨天气下,储(chu)能(neng)(neng)系(xi)统以(yi)(yi)90%以(yi)(yi)上(shang)的(de)(de)放电(dian)(dian)(dian)(dian)(dian)效率释放电(dian)(dian)(dian)(dian)(dian)能(neng)(neng),可(ke)(ke)确保(bao)充电(dian)(dian)(dian)(dian)(dian)站供电(dian)(dian)(dian)(dian)(dian)稳定(ding)性达99%以(yi)(yi)上(shang)。此外,储(chu)能(neng)(neng)系(xi)统在电(dian)(dian)(dian)(dian)(dian)力供需两端构建(jian)动(dong)态(tai)缓冲池,显著(zhu)优(you)化(hua)(hua)充电(dian)(dian)(dian)(dian)(dian)站用(yong)电(dian)(dian)(dian)(dian)(dian)行(xing)为(wei)(wei)(wei)。在电(dian)(dian)(dian)(dian)(dian)网高峰(feng)(feng)时(shi)(shi)段(duan),充电(dian)(dian)(dian)(dian)(dian)站优(you)先调用(yong)存(cun)储(chu)的(de)(de)谷电(dian)(dian)(dian)(dian)(dian)或光伏(fu)绿电(dian)(dian)(dian)(dian)(dian)为(wei)(wei)(wei)车(che)辆充电(dian)(dian)(dian)(dian)(dian),可(ke)(ke)将充电(dian)(dian)(dian)(dian)(dian)负(fu)荷转(zhuan)移(yi)率提升至60%以(yi)(yi)上(shang),降低电(dian)(dian)(dian)(dian)(dian)网尖峰(feng)(feng)负(fu)荷压力。
在(zai)新(xin)建(jian)公(gong)(gong)交场(chang)站(zhan)中(zhong),利用停(ting)车棚、建(jian)筑屋面等同(tong)步配套建(jian)设光(guang)伏(fu)(fu)发电(dian)(dian)(dian)系(xi)统(tong)(tong),如布塘东公(gong)(gong)交首(shou)(shou)末站(zhan)设置(zhi)(zhi)120千瓦的光(guang)伏(fu)(fu)发电(dian)(dian)(dian)系(xi)统(tong)(tong)、新(xin)会(hui)展(zhan)南(nan)公(gong)(gong)交首(shou)(shou)末站(zhan)设置(zhi)(zhi)51千瓦的光(guang)伏(fu)(fu)发电(dian)(dian)(dian)系(xi)统(tong)(tong)。还有(you)奥(ao)体中(zhong)心首(shou)(shou)末站(zhan)、刘五店停(ting)保场(chang)、翔安(an)机场(chang)枢纽等前(qian)期项目均在(zai)方案设计中(zhong)设置(zhi)(zhi)了光(guang)伏(fu)(fu)发电(dian)(dian)(dian)系(xi)统(tong)(tong)。
中埔网约车综合服务中心是厦门公交集团聚合充电站、网约车等相关业态资源,集光伏+储能+充电为一体,打造的综合性示范项目。项目位于厦门岛北门户,毗邻高崎机场、保税区、“第六空间”国际家居,日均车流量超3万辆,充电需求场景多元(网约车、物流车、私家车)。项目占地面积约4000平方米,规划2个超充车位、24个快充车位、40个停车位;在停车(che)位和(he)建(jian)筑屋面安装光(guang)(guang)伏板241块,建(jian)成(cheng)装机总容量约150 kW·h的光(guang)(guang)伏发电(dian)(dian)系(xi)统,日均发电(dian)(dian)量约450kW·h,并采用“自发自用、余(yu)电(dian)(dian)上(shang)网”模式(shi)(shi),实(shi)现就地消纳利用;利用公交车(che)退役动力电(dian)(dian)池(chi)建(jian)设梯(ti)次(ci)利用储(chu)(chu)能站,日均储(chu)(chu)能容量超200kW·h。“光(guang)(guang)储(chu)(chu)充”一体化模式(shi)(shi)实(shi)现了清洁能源生产(chan)、灵活存储(chu)(chu)与高效利用的闭(bi)环,是(shi)能源变革与交通(tong)转(zhuan)型协同推进的关键(jian)抓手。通(tong)过(guo)光(guang)(guang)伏发电(dian)(dian)、梯(ti)次(ci)储(chu)(chu)能、智能充电(dian)(dian)的有机融合,打(da)造绿色交通(tong)能源新生态,促进公交企业转(zhuan)型为“出行+ 能源”双引擎驱动企业。
1.2 探索厦门公交特色运维模式
厦门作(zuo)为(wei)一座沿海(hai)城市(shi),充(chong)电(dian)设(she)施运(yun)(yun)维(wei)(wei)面临一些(xie)特有的(de)(de)挑战,如(ru)盐雾腐蚀、台风引(yin)发水浸(jin)和雷(lei)击等。厦门公交集(ji)团通(tong)过借(jie)鉴运(yun)(yun)营客(ke)车分级管养模式,探索充(chong)电(dian)设(she)施设(she)备(bei)的(de)(de)运(yun)(yun)维(wei)(wei)规律,制定分级运(yun)(yun)维(wei)(wei)机制和实施计划,变故障应急抢修为(wei)日常主动管养,提高充(chong)电(dian)系统的(de)(de)安全可靠性(xing)。
分(fen)级(ji)(ji)运(yun)维(wei)(wei)(wei)机制共(gong)分(fen)为(wei)(wei)三级(ji)(ji),遵循(xun)“预防为(wei)(wei)主(zhu),保养与(yu)(yu)维(wei)(wei)(wei)护并重”的(de)(de)基本方针(zhen),将巡(xun)(xun)查(cha)与(yu)(yu)点(dian)检(jian)相结(jie)合(he)(he),并按照(zhao)综合(he)(he)性(xing)维(wei)(wei)(wei)护策(ce)略(lve)对(dui)设(she)(she)(she)备(bei)(bei)(bei)进(jin)行(xing)(xing)(xing)保养:一级(ji)(ji)运(yun)维(wei)(wei)(wei)主(zhu)要以设(she)(she)(she)施(shi)(shi)巡(xun)(xun)查(cha)及简单故障(zhang)处理为(wei)(wei)主(zhu)。通过(guo)(guo)对(dui)设(she)(she)(she)备(bei)(bei)(bei)进(jin)行(xing)(xing)(xing)日常巡(xun)(xun)查(cha),在(zai)巡(xun)(xun)检(jian)过(guo)(guo)程(cheng)中对(dui)照(zhao)标准发现设(she)(she)(she)备(bei)(bei)(bei)的(de)(de)异常现象和(he)隐患(huan),掌握设(she)(she)(she)备(bei)(bei)(bei)故障(zhang)的(de)(de)初期(qi)信(xin)息,为(wei)(wei)点(dian)检(jian)人员提(ti)(ti)供要检(jian)查(cha)设(she)(she)(she)备(bei)(bei)(bei)的(de)(de)故障(zhang)点(dian)、部位(wei)、项目和(he)内容,使(shi)点(dian)检(jian)人员有目的(de)(de)、有方向地进(jin)行(xing)(xing)(xing)设(she)(she)(she)备(bei)(bei)(bei)点(dian)检(jian);二级(ji)(ji)运(yun)维(wei)(wei)(wei)主(zhu)要负责(ze)设(she)(she)(she)施(shi)(shi)重要部位(wei)的(de)(de)点(dian)检(jian)和(he)设(she)(she)(she)备(bei)(bei)(bei)故障(zhang)的(de)(de)修(xiu)复,以确保生(sheng)产设(she)(she)(she)备(bei)(bei)(bei)的(de)(de)正常运(yun)行(xing)(xing)(xing),并对(dui)有故障(zhang)的(de)(de)设(she)(she)(she)备(bei)(bei)(bei)进(jin)行(xing)(xing)(xing)详细的(de)(de)检(jian)查(cha)和(he)修(xiu)复;三级(ji)(ji)运(yun)维(wei)(wei)(wei)则主(zhu)要针(zhen)对(dui)一二级(ji)(ji)运(yun)维(wei)(wei)(wei)力(li)量无(wu)法(fa)解(jie)决的(de)(de)设(she)(she)(she)施(shi)(shi)故障(zhang),需要委托外部机构进(jin)行(xing)(xing)(xing)修(xiu)复。此外,结(jie)合(he)(he)智能平台数据分(fen)析,精准评估充(chong)电设(she)(she)(she)施(shi)(shi)状态,提(ti)(ti)前处理潜在(zai)问题(ti),可(ke)显著降低充(chong)电基础设(she)(she)(she)施(shi)(shi)故障(zhang)率(lv),提(ti)(ti)高设(she)(she)(she)备(bei)(bei)(bei)可(ke)靠性(xing)与(yu)(yu)稳(wen)定性(xing)。
1.3 推动充电设施共享
公(gong)交(jiao)(jiao)(jiao)场站(zhan)充(chong)电(dian)设施(shi)社会(hui)化(hua)运营(ying),开放共享充(chong)电(dian)桩是破解资(zi)源错配、实现多(duo)方(fang)共赢的(de)智慧(hui)选择。由于早期公(gong)交(jiao)(jiao)(jiao)充(chong)电(dian)基础设施(shi)建设与公(gong)交(jiao)(jiao)(jiao)车辆(liang)投放规划(hua)未能(neng)实现强关联,随着公(gong)交(jiao)(jiao)(jiao)线路不断调整,部分枢纽站(zhan)、核心区的(de)公(gong)交(jiao)(jiao)(jiao)充(chong)电(dian)站(zhan)存在充(chong)电(dian)需(xu)求极大(利(li)用(yong)率45%)、个别站(zhan)区存在充(chong)电(dian)需(xu)求极低(利(li)用(yong)率4%)的(de)情况。
在公交场站社(she)(she)会化运营(ying)改革中(zhong),厦(sha)门公交集(ji)团(tuan)(tuan)以“高效率、低成本(ben)”为核心理念,构思(si)了公交资(zi)源集(ji)约利(li)用、智(zhi)(zhi)慧(hui)补能(neng)(neng)(neng)开放(fang)共(gong)(gong)享(xiang)新范(fan)式(shi),通过构建“平(ping)台互通——数(shu)据(ju)融(rong)合(he)——智(zhi)(zhi)能(neng)(neng)(neng)计算(suan)——动态调(diao)配——智(zhi)(zhi)慧(hui)充(chong)(chong)(chong)电(dian)”的(de)完整闭(bi)环(huan),破(po)解传统场站运营(ying)效率低、资(zi)源闲(xian)置(zhi)严重的(de)行(xing)业(ye)难题,释放(fang)产业(ye)资(zi)源、服务(wu)(wu)(wu)社(she)(she)会。厦(sha)门公交集(ji)团(tuan)(tuan)还围绕客户需求,打造(zao)了融(rong)合(he)集(ji)团(tuan)(tuan)所属公交、出租车、专车的(de)充(chong)(chong)(chong)电(dian)、检(jian)测等一揽子服务(wu)(wu)(wu)的(de)“碳吉”综合(he)服务(wu)(wu)(wu)平(ping)台。该(gai)平(ping)台实(shi)(shi)时共(gong)(gong)享(xiang)集(ji)团(tuan)(tuan)服务(wu)(wu)(wu)信息(xi)资(zi)源,已成功上(shang)线(xian)出行(xing)和充(chong)(chong)(chong)电(dian)两大模块,为广(guang)大新能(neng)(neng)(neng)源车主提供智(zhi)(zhi)能(neng)(neng)(neng)找桩(zhuang)、扫(sao)码充(chong)(chong)(chong)电(dian)、行(xing)程规划等服务(wu)(wu)(wu)。通过物联网(wang)技术实(shi)(shi)时采集(ji)车辆电(dian)池健康状态和剩余电(dian)量,同步接(jie)入(ru)充(chong)(chong)(chong)电(dian)桩(zhuang)的(de)功率特性、使用状态及故障信息(xi),接(jie)入(ru)车辆GPS实(shi)(shi)时定位参数(shu),构建动态更新的(de)共(gong)(gong)享(xiang)数(shu)据(ju)库;再基于AI超算(suan)赋能(neng)(neng)(neng)数(shu)据(ju)融(rong)合(he)、智(zhi)(zhi)能(neng)(neng)(neng)调(diao)度,实(shi)(shi)现城市公共(gong)(gong)交通与(yu)社(she)(she)会车辆充(chong)(chong)(chong)电(dian)补能(neng)(neng)(neng)需求的(de)精准(zhun)匹配与(yu)动态优化。
1.4 延长新能源产业链条
纯电(dian)动(dong)公交车退役下来(lai)的(de)(de)动(dong)力(li)电(dian)池(chi)仍然具有(you)很高的(de)(de)剩余价值,对其进行直接的(de)(de)报废处理将造成极(ji)大的(de)(de)资源浪(lang)费,还会(hui)引发(fa)环境、安全(quan)问题,可梯次利用(yong)于储能等领(ling)域。目前,我们正(zheng)在(zai)积极(ji)推进相关试(shi)点工作(zuo),将公交车上退役的(de)(de)动(dong)力(li)电(dian)池(chi)用(yong)作(zuo)公交场站储能电(dian)站的(de)(de)储能电(dian)池(chi),探索更加高效、安全(quan)的(de)(de)电(dian)池(chi)回收再(zai)利用(yong)模式,以充分发(fa)挥其经济(ji)和(he)社会(hui)效益。
厦(sha)门公交集(ji)团将动力(li)(li)(li)电(dian)(dian)(dian)(dian)池(chi)维护与保(bao)养、退役梯次(ci)利(li)用作为(wei)公交行(xing)业(ye)发展(zhan)新能(neng)(neng)源产业(ye)的重要突破口。目(mu)前,我们(men)与宁德(de)时代、中(zhong)创新航(中(zhong)航锂电(dian)(dian)(dian)(dian))等(deng)头(tou)部(bu)企(qi)业(ye)合作运(yun)营动力(li)(li)(li)电(dian)(dian)(dian)(dian)池(chi)售后服务(wu)站,并将特约服务(wu)站升级为(wei)星级服务(wu)站。2024年,完成(cheng)新能(neng)(neng)源公交车(che)动力(li)(li)(li)电(dian)(dian)(dian)(dian)池(chi)维修(xiu)1527台次(ci)、延保(bao)维修(xiu)131台次(ci);积极拓展(zhan)退役动力(li)(li)(li)电(dian)(dian)(dian)(dian)池(chi)贮存(cun)处(chu)置业(ye)务(wu),顺(shun)利(li)通过主管部(bu)门验(yan)收,成(cheng)为(wei)厦(sha)门第一批取(qu)得电(dian)(dian)(dian)(dian)池(chi)回(hui)收资质(zhi)的公司,完成(cheng)341台报废车(che)辆退役动力(li)(li)(li)电(dian)(dian)(dian)(dian)池(chi)回(hui)收处(chu)置。后续,将持续加强与宁德(de)时代等(deng)头(tou)部(bu)新能(neng)(neng)源企(qi)业(ye)的紧密(mi)合作,积极挖(wa)掘动力(li)(li)(li)电(dian)(dian)(dian)(dian)池(chi)维修(xiu)保(bao)养新动能(neng)(neng)、梯次(ci)利(li)用新动力(li)(li)(li),努力(li)(li)(li)推(tui)动新能(neng)(neng)源电(dian)(dian)(dian)(dian)池(chi)“动力(li)(li)(li)——储(chu)能(neng)(neng)”双轨(gui)发展(zhan)模(mo)式在厦(sha)门走深走实,为(wei)构建动力(li)(li)(li)电(dian)(dian)(dian)(dian)池(chi)循环经(jing)济生态提供实践样本。
